BIDDING DECISIONS FOR HOME SERVICES

Google Ads bidding for contractors: what should you actually use?

How to choose between clicks, conversions, target CPA and conversion value without teaching the system to chase the wrong leads.

For a contractor, the best bidding strategy is the one matched to the most reliable outcome the account can measure. Use Maximize Clicks when you need controlled traffic and do not yet trust the conversion data. Move toward Maximize Conversions or Target CPA when primary conversions represent real enquiries. Use conversion-value bidding only when the system receives meaningful differences between outcomes.

The short answerGoogle Ads optimizes toward the signal you give it. If a phone-button tap, a 10-second call and a booked replacement estimate all count equally as primary conversions, automated bidding can become very efficient at finding more low-value actions.

Bidding is often treated like a settings contest: an agency recommends the newest automation, the owner asks for the lowest cost per lead, and someone changes the strategy after a bad week. That skips the harder question. What does the account know about a good job?

Google says bidding strategies should follow the campaign goal—clicks, conversions, conversion value or visibility. Smart Bidding uses auction-time signals including device, location and time. The technology cannot know that a call was outside the service area or requested work the contractor does not perform unless those outcomes reach the system.

Start with the business outcome hierarchy

Before choosing a strategy, list the stages that matter:

  1. Ad click or site visit
  2. Call or form action
  3. Connected conversation
  4. Qualified opportunity
  5. Booked appointment or estimate
  6. Won job and value

The further down this chain the account can measure consistently, the better its bidding signal. A new campaign may only have verified calls and forms. A mature operation may return qualified-lead, booking and revenue outcomes from its CRM or field-service platform.

Do not pretend to have data you do not have. Google advises advertisers using conversion-focused bidding to configure tracking correctly and set the intended actions as “Primary.”

When Maximize Clicks makes sense

Maximize Clicks automatically sets bids to obtain as many clicks as possible within the budget. Google describes it as suitable when the main goal is website traffic or when a new campaign lacks sufficient conversion data for target-based strategies.

For a contractor, it can be useful during a bounded discovery phase when the service and geography are tight, search terms are reviewed frequently, a campaign-level maximum CPC protects against uncontrolled bids, and calls and forms are being classified.

Maximize Clicks does not try to maintain a cost per conversion. It tries to obtain clicks. If keywords are broad or the territory is loose, it may find inexpensive traffic that never becomes suitable work. Use it as a learning tool, then compare whether conversion-focused bidding improves qualified opportunities rather than reported conversions alone.

When Maximize Conversions is the better objective

Maximize Conversions is designed to generate as many conversions as possible while using the campaign budget. It makes sense when conversion actions are tested, the business can handle additional enquiries, and lead quality is reviewed outside Google Ads.

The danger is not automation itself. It is optimizing toward a weak definition. If a short call, duplicate form, job-seeker submission and booked estimate look identical, the system has no business reason to prefer the estimate.

Maximize Conversions may spend the available budget rather than preserve the previous average cost per click. The useful comparison is qualified enquiries and booked work—not CPC alone.

When to add a target CPA

Target CPA tells Google the average amount you want to pay for a conversion. Some conversions can cost more and others less; Google attempts to achieve the target on average.

In June 2026, Google began relabelling “Maximize conversions with a target CPA” as “Target CPA.” Google says the underlying bidding behaviour remains unchanged. Different labels during the transition do not mean different mechanics.

The target should come from achievable history and job economics. Setting it dramatically below the recent cost does not force the market to become cheaper. Google warns that an overly low target may cause the campaign to forgo clicks that could convert, reducing volume.

Google says Target CPA can start without conversion history, but recommends evaluating performance over a period containing at least 30 conversions. For a contractor, those 30 must be assessed. Thirty spam forms are not a foundation, and mixed repair, replacement and commercial leads may have different economics.

When value-based bidding becomes useful

Maximize Conversion Value and Target ROAS optimize for values attached to conversions rather than treating every conversion equally. That can help contractors because a replacement, emergency repair and low-value inspection have different economic potential.

Value-based bidding requires meaningful values. Google advises having sufficient conversions with value enabled and at least two differentiated values before switching goals. Do not assign an invented high value to every lead. That disguises conversion counting as value optimization.

Practical values may be based on qualified lead type, booked service category or imported won-job revenue. Use rules sales and operations understand, and account for cancellations, duplicates and declined work.

Manual CPC and the illusion of total control

Manual CPC lets the advertiser set maximum bids for ad groups or keywords. It can help when direct bid control is genuinely required or conversion tracking is temporarily unusable.

Manual bidding is not automatically safer. It cannot react to auction-time combinations with the breadth of automated bidding. A carefully chosen keyword can still match the wrong query, appear in the wrong area or lead to a weak page.

Enhanced CPC is no longer available for Search and Display campaigns as of the week of March 31, 2025, according to Google. Avoid advice that still presents Enhanced CPC as a current Search option.

Do not optimize to the wrong primary conversions

Open the campaign’s conversion goals and identify every action included in the “Conversions” column. Those signals are used by strategies such as Target CPA and Target ROAS. For a row-by-row decision framework, use our primary versus secondary conversion guide for contractors.

Common problems include:

Our call-tracking guide separates a ring from a connected, qualified and booked call. If lead volume looks healthy but schedules remain empty, use the lead-to-booked-job diagnostic. If the decision is broader than bidding, compare Performance Max and Search campaigns for contractors.

Budget and targets must agree

A campaign cannot reliably pursue a target while operating under contradictory constraints. An aggressive CPA target, small daily budget, narrow territory and expensive emergency keywords may leave too few auctions to learn from.

Do not raise budget simply to exit “limited by budget” status. First confirm that incremental enquiries are qualified and that the team can answer them. Our home-service marketing budget guide calculates allowable acquisition cost from capacity, close rate and gross profit.

Why performance changes after a bidding switch

A strategy change can alter which auctions the campaign enters and how bids vary by context. Google recommends close monitoring while bidding adjusts.

Avoid stacking several changes on one day. If bidding, match types, locations, ads, budget and conversion goals all change together, no one can diagnose the result. Record the reason, date and expected outcome for each material change.

Where available, use an experiment instead of replacing a stable strategy outright. Google provides a “Save as experiment” option for some Target CPA changes. Judge results after accounting for conversion delay: a roofing estimate may close weeks after the click, while an emergency plumbing call may book immediately.

Trade-specific considerations

Roofing

Keep repairs, inspections and replacements distinguishable. Long estimate cycles make raw form optimization risky; return qualified and won outcomes when possible.

HVAC

Season and weather can change conversion rate quickly. Separate repair, maintenance and replacement goals, and do not force yesterday’s CPA target onto a demand peak.

Plumbing

Emergency calls convert quickly but vary in value. Phone qualification and service-area accuracy matter before automated bidding is judged by call totals.

A bidding audit for your agency

A capable agency should answer these without claiming one strategy is always best. The strategy is a tool. Conversion definitions, territory, page, intake and sales outcomes determine what it learns. Frequently asked questions

Which Google Ads bidding strategy is best for contractors?

There is no universal best strategy. Maximize Clicks can gather traffic when conversion data is not trustworthy. Maximize Conversions or Target CPA is more useful when primary conversions represent genuine enquiries. Value-based bidding fits accounts sending meaningful differentiated values.

Should a new contractor campaign start with Maximize Clicks or Maximize Conversions?

Use Maximize Clicks for controlled traffic discovery when conversion signals are sparse or unreliable. Use Maximize Conversions when call and form tracking is tested and the campaign has a clear primary conversion goal.

How many conversions does Target CPA need?

Google says Target CPA can be used without conversion history, but reliable targets depend on trustworthy data. Google recommends evaluating performance over a period containing at least 30 conversions. Verify those are genuine opportunities rather than clicks, duplicates or spam.

Why did leads get worse after switching to automated bidding?

The strategy may be optimizing toward weak primary actions, using an unrealistic target, reacting to several simultaneous changes or learning from poor historical data. Audit conversion goals, lead quality, budget constraints, search terms and recent changes before switching again.
